MIF Welcomes Revised NPPF as a Positive Step for Digital Infrastructure Deployment

The Mobile Infrastructure Forum (MIF) welcomes the Government’s publication of the revised National Planning Policy Framework (NPPF). As the body representing the UK’s major wireless infrastructure providers, MIF views this updated framework as crucial to aligning national planning policy with the practical realities of deploying next-generation mobile networks. The new provisions offer valuable clarity for local authorities and developers alike, recognising that robust digital connectivity is fundamental to sustainable development and long-term economic growth.


Of particular significance to infrastructure providers is the explicit instruction that:

“substantial weight should be given to the benefits of maintaining or improving coverage, capacity, reliability, and resilience.” 

This clear policy direction addresses a longstanding barrier in the planning process, providing local decision-makers with the confidence and justification required to approve critical mast upgrades and new site installations. By weighting network reliability and capacity appropriately, the framework creates a more predictable and supportive environment for long-term capital investment in mobile tower infrastructure.


While the revised NPPF establishes a constructive planning baseline building a truly resilient, high-capacity digital backbone requires a joined-up approach across the wider regulatory landscape. To fully realise the benefits of these planning changes, government must continue to work constructively with all industry stakeholders to address complementary policy areas. Further modernising Permitted Development Rights and delivering practical certainty around the Notice to Quit framework to protect existing host sites will be essential.
